In 1991, the General Assembly created the Richmond Ambulance Authority. The Authority was charged with the mission to raise the level of pre-hospital care provided to the citizens of Richmondby providing outstanding responsiveness, improved clinical results, community accountability, and financial stability.

A decade later, I am happy to report that this mission has been fulfilled. The transformation of Richmonds ambulance services over these 10 years has been remarkable. The people of Richmond are now served by an organization that is responsive to community needs, accessible by all parts of the City, financially sound, and fiscally responsible. More important, our citizens are now provided with a level of clinical excellence that matches that of the finest pre-hospital care systems in the nation.  The fact that these accomplishments have been made in a relatively short time is a testament to the many hard-working people who are involved with the Richmond Ambulance Authority.

Our Executive Director, Jerry Overton, has not only been an inspiring leader, but has injected the Authority with a spirit of dedication and sophistication not often seen in pre-hospital care. Our Medical Director, Dr. Joseph Ornato, has worked tirelessly to improve the skills of our clinical team, and has been instrumental in making our system a frequent participant in cutting-edge clinical research studies.

Our diverse and dedicated Board members have served the communitys interests by sharing their skills and expertise as they guide the Authoritys actions. And the members of City Council have continued to support us with foresight and integrity, as they continue to stand by their commitments and muster the resources necessary to provide high-quality health care to the community. Of course, we also benefit from a superbteam of medics, dispatchers and support personnel who work in harmony to provide efficient, effective care to the people of our community. These many people are indispensable to the success of the system, and I am constantly gratified and impressed by their level of skill and dedication. Because of them, people from around the world look to Richmond as the leader in pre-hospital care.

There are still many challenges ahead. Changes in reimbursement from Medicare and other payers will make it more difficult to maintain the level of effectiveness and efficiency that the Authority provides. Yet I am confident that, by working together, we will rise to the challenge and meet the communitys needs with the same level of quality and skill people have now come to expect from the Richmond Ambulance Authority.
